A Ground-breaking Initiative

About HSTP.

A revolution in healthcare delivery for Niger State — built on data, sustained by partnership, accountable to every resident.

01 · Origins

How it all started.

The Health Sector Transformation Project (HSTP) is a ground-breaking initiative by the Niger State Government, led by His Excellency, Farmer Governor Umaru Mohammed Bago. This ambitious project is designed to revolutionise healthcare delivery, strengthen medical infrastructure, and ensure that every resident — regardless of location or socioeconomic status — has access to quality, affordable, and efficient healthcare services.

This initiative aligns with Nigeria's National Health Strategies and global health priorities, particularly the Sustainable Development Goals (SDGs), reinforcing the commitment to universal health coverage, reduced health inequalities, and improved public health outcomes. By focusing on sustainable healthcare improvements, HSTP aims to position Niger State as a leader in innovative and people-centred healthcare solutions.

Our Mission

To create a comprehensive database of healthcare facilities across Niger State that will guide policies, improve resource allocation, and drive continuous improvements in healthcare services for a healthier future.

Our Vision

To establish a world-class healthcare system that ensures accessible, high-quality, and inclusive medical services for all in Niger State.

Key Focus Areas

Four objectives anchoring the programme.

01
Strengthening Healthcare Infrastructure
We are committed to upgrading and expanding health facilities — ensuring they are well-equipped with modern technology, essential medical supplies, and adequate staffing. By improving physical infrastructure, we enhance service delivery and ensure that facilities can handle both routine and emergency healthcare needs.
02
Data-Driven Decision-Making
Through comprehensive health facility assessments, we aim to collect and analyse critical data to guide policy and funding decisions. By leveraging real-time, evidence-based insights, we empower policymakers to allocate resources effectively, address service gaps, and implement targeted interventions for maximum impact.
03
Expanding Access to Healthcare Services
Our priority is to ensure that essential healthcare services reach every community, particularly those in rural and underserved areas. By reducing geographical and financial barriers, we improve early disease detection, preventive care, and overall health outcomes.
04
Enhancing the Capacity of Healthcare Professionals
A well-trained, motivated, and adequately supported healthcare workforce is essential for quality service delivery. We focus on training, upskilling, and equipping healthcare professionals with modern medical knowledge and tools to improve efficiency, patient care, and overall system performance.
Why This Matters

Building a resilient health system for future generations.

HSTP is not just about improving healthcare today — it is about a sustainable, resilient health system. By thoroughly assessing the strengths and weaknesses of Niger State's healthcare system, this initiative will:

01
Guide Policy Decisions & Resource Allocation
By identifying critical needs, we ensure that investments are channelled into areas that will create the most significant impact — maximising efficiency and improving healthcare outcomes.
02
Identify & Address Service Gaps
The project will highlight weaknesses in service delivery and infrastructure, ensuring that no community is left behind and that all residents receive equitable healthcare services.
03
Strengthen Emergency Response Capabilities
Preparedness is key in handling medical emergencies. HSTP focuses on improving emergency response mechanisms — facilities, ambulance services, and personnel ready to respond swiftly and effectively in crises.
04
Ensure Long-Term Sustainability & Resilience
Beyond short-term improvements, HSTP is laying the foundation for a future-proof healthcare system that can withstand challenges — disease outbreaks, economic shifts, and population growth.

The Health Sector Transformation Programme is more than an initiative — it is a commitment to the health, well-being, and future prosperity of every resident in Niger State.
